There are acts that we only believe were voluntary.  The significance of this fact is that it gives us the right to examine acts we believe were voluntary and about which we feel guilty to see if they were really voluntary.  If they were not voluntary, then there might be no reason for us to feel guilty.

 

How do you know if an act was voluntary?  It is an act of choosing.  The experience of choosing might be explicit (involving demonstrated plans) or implicit (involving understood [undemonstrated] plans) or partially explicit and partially implicit.
